In order to stop the declining birthrate in  Japan the government has passed and is enforcing the "declining birthrate bill". It was a subsidy system in which the government fully cooperate with couples without children so the can easily and worry free have and raise children.

In order to successfully carry out the bill the couples will be monitored and supported by an instructor dispatched by the goverment...but it is not not human, it is a specially designed robot, but worry not, privacy will be ensured....
